Dam & downstream context
Register the dam (name, ANM code, classification by potential damage and risk), its Estudo de Ruptura with flood maps, and the population & infrastructure inventory of the downstream valley.
Downstream zoning
Define the ZAS (Zona de Auto Salvamento — up to 10 km, evacuation in 30 min by foot) and the ZSS (Zona de Segurança Secundária — to the dam-break flood limit). Cross-reference with people, schools, hospitals and critical infrastructure.
Emergency level matrix
Define detection thresholds for each indicator (instrumentation, visual, climatic) per level: Nível 1 — Atenção, Nível 2 — Alerta, Nível 3 — Emergência. Map each level to actions, communications and external notifications.
Plan, drill, disclose
Generate the PAEBM document, schedule drills (the resolution prescribes minimum frequencies per dam class), and publish the Declaração de Condição de Estabilidade (DCE) and other public-facing materials. Track every disclosure deadline.

Zona de Auto Salvamento
Up to 10 km from the dam, where evacuation must be feasible by foot within 30 minutes of activation. Self-rescue is the protocol. Sirens, mass-notification and pre-trained community routes are mandatory.
Zona de Segurança Secundária
From the ZAS limit to the dam-break flood envelope established in the Estudo de Ruptura. Coordinated evacuation with public agencies (Defesa Civil, fire, military) using designated routes and shelters.
The PAEBM N1 → N2 → N3 ladder
Each level is anchored to objective detection criteria across instrumentation, visual inspection and external triggers. Activation is documented with timestamp, decision-maker and rationale.
Atenção
Anomaly detected; conditions deviate from normal. Internal mobilisation, increased monitoring, no external alerts.
Alerta
Failure could occur but is not imminent. Pre-positioning, communication with ANM and Defesa Civil, ZAS sirens may be tested.
Emergência
Failure is imminent or in progress. Sirens activated, ZAS evacuation, full external coordination, public communication.

The dam
ANM identification, classification (potential damage A/B/C and risk category), instrumentation list, last DCE, last inspection, current emergency level.
Downstream inventory
Population by zone (ZAS / ZSS), schools, hospitals, infrastructure, critical environmental receptors. Updated annually or when significant changes occur.
Activation log
Every emergency level change is timestamped, justified, signed by the dam-safety engineer, and tagged to ANM/Defesa Civil notifications.
Communication tree
Internal contacts (Engenheiro de Segurança, Diretor de Operações, Comitê de Crise), external contacts (ANM, IBAMA, Defesa Civil, Bombeiros, Hospitais, Mídia).
Drill schedule
Tabletop, partial and full-scale drills, with prescribed frequency by dam classification. Each drill produces a debrief and action items.
Disclosure deadlines
DCE, public PAEBM summary, stakeholder briefings — every recurring obligation is calendared and reminded ahead of the deadline.

Is PAEBM.ai officially endorsed by ANM?
No. PAEBM.ai is an independent assistant built by Data Riders. It is not affiliated with the Agência Nacional de Mineração. Its outputs must be reviewed by the dam-safety engineer and signed off by qualified responsible parties before any submission.
Which regulation does it follow?
PAEBM.ai follows the structure of ANM Resolution 95/2022 and the consolidated dam-safety framework (Lei 12.334/2010 and subsequent regulations). It can be adapted to additional standards (GISTM, ICMM Tailings GISTM Guidance) when relevant.
Does it produce flood maps?
No. The Estudo de Ruptura and its flood maps remain the responsibility of qualified engineering firms. PAEBM.ai consumes those maps to drive zoning, inventory and the emergency level matrix.
Which languages are supported?
The interface ships in Portuguese (Brazil) and English. Documents and outputs follow Brazilian legal terminology (DCE, ZAS, ZSS, PAEBM, Defesa Civil) verbatim, even in the English UI, since these terms are regulation-specific.
Do I need to log in?
No — PAEBM.ai runs in demo-mode by design. Plans persist across sessions and are visible to anyone who opens the workspace. Multi-tenancy with authentication is on the roadmap.
