Register the dam (name, ANM code, classification by potential damage and risk category), its Dam Break Study with flood maps, and the downstream valley population & infrastructure inventory.
Define the ZAS (Self-Rescue Zone, up to 10 km, evacuation within 30 min on foot) and the ZSS (Secondary Safety Zone, up to the flood wave boundary). Cross-reference with population, schools, hospitals, and critical infrastructure.
Set detection thresholds for each indicator (instrumentation, visual, weather) by level: Level 1, Attention, Level 2, Alert, Level 3, Emergency. Map each level to actions, internal communications, and external notifications.
Generate the PAEBM document, schedule drills (the resolution sets minimum frequencies by dam classification), and publish the Stability Condition Statement (DCE) and other public materials. Track every disclosure deadline.
